Beauty and skincare marketing in Dubai and the UAE

Where what you may legally say sets the ceiling.

AdGrow runs paid acquisition for beauty and skincare brands in the UAE and the Gulf: skincare lines, colour cosmetics, haircare and clean beauty. The constraint on a beauty account here is rarely the media buying.

It is what you are permitted to claim. Meta and Google restrict health and beauty claims tightly, UAE product registration governs what may be sold and said at all, and the brands that scale are the ones whose best-performing message is also an approvable one. We work that problem first, then the replenishment maths.

The anchor number

11.75x,
and why we date it.

A 60-day window on a 2023 account. We publish the date alongside the multiple, because a return like that is a function of its moment and anyone presenting it as a standing promise is selling you something.

On a 60-day window in 2023 we ran an account to a 11.75x return on ad spend. It is the highest multiple we publish and we always publish the window and the year with it.

The honest reading is this. Returns at that level happen when a strong product, a sharp offer and an under-contested audience line up at the same time, and they compress as a category matures and more advertisers enter it. UAE beauty has matured considerably since then. A brand launching now should plan on a far more modest multiple and build an account that is profitable at it.

What has not changed is where beauty accounts are actually won, and it is not in the bidding. It is in two places: whether your best-converting claim can clear ad review, and whether your second and third purchase arrive on schedule. A brand that solves both will beat a brand with better media buying and neither.

Why we date our figures and will not average them. An agency that quotes a multiple without the window it was measured over is telling you almost nothing, because the same spend measured over seven days and ninety days produces wildly different numbers in a repeat category.

Our published figures carry their windows for that reason: 11.75x over 60 days in 2023, 5.1x on AED 213,502 of revenue from AED 39,372 of spend over 90 days, and a AED 478,539 quarter where 51.6% of revenue came from returning customers. Those are four different accounts and four different windows, and the one that is relevant to your brand depends on your repeat cycle.

The method

How we run a
beauty and skincare account.

Six decisions. The first is the one that stops most UAE beauty accounts before scale becomes a question at all.

  • Solve the claim before building the campaign. Almost every high-performing beauty message is a claim about an outcome, and that is precisely what Meta's health and beauty policy restricts. Before-and-after imagery, implied personal attributes, and anything that reads as a medical or dermatological promise will be rejected or will get the account restricted. We establish what you can say, in writing, and build the creative inside it. Brands that discover this at launch lose a month and sometimes an ad account.
  • Set the target on replenishment, not the first basket. Skincare has a physical consumption cycle: a serum lasts six to eight weeks, a cleanser longer, a treatment product less. That cycle, not a marketing opinion, tells you when the second order should arrive. We model it, build the flows to match, and set the acquisition target against the resulting customer value rather than the first purchase.
  • Check registration before you scale, not after. Cosmetics and skincare sold in the UAE are subject to product registration requirements, and the rules differ again for anything that behaves like a pharmaceutical. This is not a marketing detail: scaling spend on a line that then has to be withdrawn is the most expensive mistake available in this category. We confirm the status of what we are advertising.
  • Use creators for proof, with the claims controlled. Gulf beauty buyers trust demonstration over assertion, which makes creator content the most effective format in the category. It is also where claim risk enters an account, because a creator saying something unapprovable in their own words is still your advertisement. We brief to a controlled claim set and review before anything runs as paid.
  • Build the bundle around the routine. Skincare is used in sequences, so the natural basket is a routine rather than a single product. Bundling by routine raises average order value, improves adherence, and makes the replenishment date predictable because everything runs out at a known interval. It is better commercially and better for the customer's result.
  • Own the ingredient and concern searches. Beauty buyers in this market search by active and by concern rather than by brand: niacinamide, azelaic acid, retinol for beginners, pigmentation in summer, sunscreen that does not leave a cast. That demand is specific, high-intent and largely uncontested by brands, because it tends to be answered by publishers and pharmacies instead. A page per active and per concern, written properly, earns traffic in search and gets quoted in AI answers at the same time, and it is the one beauty channel where the compliance constraint actually works in your favour because explanation is what the format rewards.

What we build

The parts of a
beauty account.

An approved claim set

A written, maintained list of what your products may be said to do, agreed before creative production, so new ads ship without relearning the same restrictions and the account stays out of review trouble.

Replenishment-modelled flows

Email and WhatsApp sequences timed to the actual consumption cycle of each product size, so the second order is prompted when the bottle is genuinely running out.

Routine bundles

Product sets built around how the range is actually used, priced to make the routine the obvious purchase and to make the replenishment interval predictable.

Controlled creator programme

Creator and UGC content briefed to the approved claim set, reviewed before paid promotion, with usage rights secured so the best-performing pieces can run as ads rather than only as organic posts.

Shade and skin-type routing

Landing experiences and catalogue segmentation that get a customer to the right shade or formulation quickly, which is the single largest source of avoidable returns in colour cosmetics.

Cohort reporting with windows stated

Monthly cohort value reported with the measurement window named every time, so the target we run to is auditable rather than a number on a slide.

Ingredient and concern content

A page per active and per skin concern, written to answer the question properly, which earns search traffic and AI citations while staying comfortably inside the claim rules.

The constraint

Why beauty ads get rejected,
and what to do instead.

The pattern is consistent enough to predict. A UAE beauty brand launches with its strongest message, which is a result: clearer skin in four weeks, visibly reduced pigmentation, thicker hair. Those ads either never run or run briefly and then the account is restricted.

The reason is structural rather than arbitrary. Advertising policy treats claims about the body as a category requiring restriction, and it treats before-and-after imagery as implying a personal attribute about the viewer. It is not assessing whether your claim is true. A perfectly honest, clinically supported claim is rejected on the same basis as an invented one, which is why appealing on the grounds that your product works does not get the ad reinstated.

The replacement is a shift from asserting the outcome to demonstrating the mechanism and the experience. What the formulation contains and why that matters. What the texture is like and how it layers. What the routine looks like across a week. A creator using it, in their own home, without claiming a transformation. This clears review, and in our experience it converts at least as well, because beauty buyers in this market have been shown so many before-and-after images that the format has lost most of its persuasive force.

The brands that handle this well treat the constraint as a creative brief rather than an obstacle. They end up with a library of approvable, specific, demonstration-led content, which is both a durable advertising asset and the content that earns organic and AI visibility at the same time.

If your account is already restricted. Do not keep appealing with the same creative and do not start a new ad account to escape it, which is the common instinct and reliably makes things worse. The sequence that works is to remove the offending claims across the whole catalogue including the website, rebuild a compliant creative set, and then work through the review process once with everything clean.

Google Ads reporting a 90-day window on a UAE e-commerce account
Ninety days of Google Ads reporting on a managed UAE store, covering AED 39,372 of spend against AED 213,502 of tracked revenue.

UAE e-commerce · 90 days, stated

5.1x over 90 days, with the window on the label.

A live UAE account returning AED 213,502 on AED 39,372 over 90 days. We lead with this one rather than the 11.75x because it is recent and because the window is long enough to be a fair representation of a repeat-purchase business.

For a beauty brand the relevant question is which window matches your consumption cycle. A serum that lasts six weeks will not show its real economics inside a seven-day attribution report, and a target set from one will hold the account below where it could profitably run.

  • 90-day window, long enough to include the replenishment order
  • Target set from cohort value with the window named
  • Reported alongside the platform figure so the gap stays visible

UAE store · Replenishment behaviour

Half the quarter came from customers who had already bought.

A UAE store we manage, where returning customers produced 51.6% of AED 478,539 in quarterly sales. In skincare that proportion is a direct readout of whether the replenishment flows are timed correctly.

When the second order consistently arrives late, this share falls and acquisition has to work harder to stand still. When it arrives on the consumption cycle, the same ad spend supports a visibly larger business.

How we work with beauty brands

Compliance first,
then the growth plan.

What you get

  • A written, maintained claim set agreed before any creative is produced
  • Flows timed to the real consumption cycle of each product and size
  • Creator content briefed to approved claims, with usage rights secured
  • Every figure we report carrying the window it was measured over
  • You keep the ad account, the creator assets and the customer list

What you won't get

  • Before-and-after creative that puts your ad account at risk
  • A headline ROAS multiple quoted without the window behind it
  • Spend scaled on a product line whose registration status is unconfirmed
  • A new ad account opened to escape a restriction instead of fixing the cause

Questions

What beauty and skincare
brands ask us.

Because your strongest message is probably a claim about the body, which advertising policy restricts as a category rather than assessing for truth. Before-and-after images are treated as implying a personal attribute about the viewer. This is why appealing on the grounds that your product genuinely works does not get the ad reinstated: truth was never what was being evaluated.

The mechanism and the experience. What the formulation contains and why that matters, what the texture is like, how it layers, what the routine looks like across a week, and a creator using it without promising a transformation. It clears review and in our experience converts at least as well, because the before-and-after format has lost much of its force with Gulf buyers.

Less than our highest published figure, and you should be suspicious of anyone promising otherwise. We ran an account to 11.75x over a 60-day window in 2023; UAE beauty has become considerably more contested since. Plan on a modest multiple, build an account that is profitable at it, and judge it over a window that matches your replenishment cycle.

Because a multiple without a window is close to meaningless in a repeat category. The same spend reports very differently over seven days and ninety. Our figures carry their windows for that reason, and the one relevant to your brand depends on how quickly your customers come back.

From physical consumption, not from a marketing calendar. A serum typically lasts six to eight weeks, a cleanser longer, a treatment product less. Model it per product and size, then time the flows to it. Brands that send replenishment prompts on a generic monthly schedule are reminding half their customers too early and the other half too late.

Yes, before you scale rather than after. Cosmetics and skincare sold in the UAE face registration requirements, with stricter rules again for anything behaving like a pharmaceutical. Scaling spend on a line that subsequently has to be withdrawn is the most expensive mistake available in this category.

Stop appealing with the same creative, and do not open a new ad account to get around it, which is the common instinct and makes the situation worse. Remove the offending claims everywhere including your website, build a compliant creative set, then go through review once with everything clean.

We review your current claims against what is actually approvable, which is usually where the account is capped. You will leave with a view of your claim risk, a replenishment model for your core products, the bundle structure we would build, and a target with the measurement window stated.
