What Do TikTok Ads Cost in the UAE?

Published UAE benchmarks put TikTok CPMs somewhere around AED 12 to AED 38, which is generally below Meta for the same audience. That number is also the least useful one in this article. On TikTok the creative decides your cost before the targeting does, and a bad ad will pay a high effective CPM no matter what the platform average says.

The short version

  • Cheap impressions are not the same as cheap customers. TikTok usually wins on CPM and loses on intent, so judge it on cost per order.
  • Budget for creative volume as well as media. A TikTok account consumes ads far faster than a Meta account does.
  • Creative fatigue arrives in days here. Plan for replacement from the start.
  • The Gulf watches TikTok differently from most markets, and the ads that work look like the feed.

What does TikTok cost in the UAE?

Published agency benchmarks for Dubai targeted campaigns cluster around AED 12 to AED 38 on CPM, with wide variation by audience and season. Regional figures sit lower than the UAE specifically, because the UAE is one of the more expensive audiences in the region to reach.

Treat all of these as a starting range and check them against your own account. CPM in this market moves with the calendar more than with anything you control. Ramadan, Eid and the shopping festivals reprice the auction for everyone at once, which we covered in what happens to UAE ad costs during Ramadan and DSF.

Where we stand on proof: we do not publish TikTok client results, because we are not going to move a number from a Meta or Google account onto a TikTok post to make a point. The figures above are published third party ranges. The method below is ours.

Why is the CPM the wrong number to plan around?

Because you do not buy impressions. You buy orders, and the distance between the two is where TikTok budgets get lost.

A low CPM on an ad nobody watches produces expensive customers. A higher CPM on an ad that holds attention for six seconds produces cheap ones. The platform rewards watch time, so a good ad gets cheaper as it runs while a weak one gets more expensive.

This is the opposite of how most people budget. They set a media number, then treat production as an afterthought. On TikTok the production line is the campaign.

What you are buying Meta TikTok
Relative CPM Higher Generally lower
Buying intent at click Warmer Colder
Creative lifespan Weeks Days
Ads needed per month A handful Many, continuously
What decides cost Structure and audience The first two seconds

What should a UAE business budget for TikTok?

Think in three lines.

The first is media, and it needs to be enough for the algorithm to exit its learning phase. The second is creative production, which on TikTok is a running cost and not a launch cost. The third is the replacement rate, which is the one nobody plans for and the one that ends most TikTok tests early.

A business that funds media generously and creative barely will conclude after six weeks that TikTok does not work for their category. Usually what did not work was running four ads for six weeks in a feed that expects four a week.

What is different about 2027?

The media side of TikTok has not changed much. The creative side has changed completely, and it moved the cost.

Through 2026 the constraint on a TikTok account was volume: you needed a steady supply of new assets and most UAE businesses could not produce them fast enough. Generative tools removed that constraint. Anyone can now produce forty variations of a polished clip in an afternoon, and a great many advertisers in this market did exactly that.

Which means polish stopped being a signal. When every third ad in the feed has the same synthetic sheen, the thing that makes somebody stop is evidence that a real person filmed it in a real place. A phone held slightly wrong in your own shop, your own staff, your own stock on the shelf behind them. That is the one asset a generative tool cannot produce for your competitor.

So the 2027 budget question is no longer how many assets you can afford. It is whether you have anything real to film and somebody to film it. For a Dubai business with premises, staff and products, that is a cheaper advantage than it looks, and it is the part of the budget we would protect first.

Does TikTok get the credit it deserves?

Rarely, and the cause is usually measurement.

TikTok drives a lot of discovery that gets attributed elsewhere. Someone sees a product on TikTok, searches the brand name two days later, and Google takes the conversion. On a last click view TikTok looks like a waste. On a blended view it looks like the reason the branded search volume exists at all.

The practical test is simple. Turn TikTok off for two weeks and watch what happens to branded search and direct traffic. If both fall, TikTok was working and your attribution model was not.

A mistake worth avoiding: taking the polished brand film that performs well on Meta and running it unchanged on TikTok. It reads as an advertisement within a second, and the audience scrolls before the message lands. The cheapest fix we know is to reshoot the same script on a phone, vertically, with someone talking to camera. It looks worse and it performs better, and that trade is uncomfortable for brands that have invested in production values.

Frequently asked questions

On CPM, usually yes. Judged on cost per order, the answer is not automatic. TikTok traffic arrives colder because nobody was searching for you, so the cheaper impressions have to be converted by the creative and the landing page, because there is no existing intent to lean on.

More than you think, and continuously. Creative fatigue on TikTok is measured in days, so a fixed set of ads will decay no matter how well it started. Plan a replacement rate from the start.

Technically yes, and it usually underperforms. Polished brand film reads as an advertisement immediately and gets scrolled. Vertical, phone shot, person to camera consistently beats higher production value on this platform.

Pause it for two weeks and watch branded search and direct traffic. TikTok drives discovery that other channels take credit for on a last click view, so the honest test is what happens to the rest of the account when it stops.

No. Products that demonstrate visually do well. Products that need explanation, comparison or a long consideration period generally do better on search, where the intent already exists.
